Eng. Khaldon Khashman

ReWater MENA Project Manager

Since 2009 and up to this date, Eng. Khashman is the Secretary General of Arab Countries Water Utilities Association (ACWUA), moreover a member of the Strategic Advisory Group for the UN Water monitoring the achievements of SDG6 likewise in other national and international institutions, a member of Jordan Standards and Metrology Organization and a member of Non for Profit Risk Management Professional Forum.

Eng. Khashman served water sector in Jordan for more than 35 years, his journey started at the Jordan Drinking Water Corporation in early 1980s and then proceeded to play different vital roles in Jordan’s water sector. These roles may include but not limited to: Chairman of the board of Jordan Water Company (Miyahuna), a board member of Water Authority of Jordan, Secretary General for Jordan Ministry of Water and Irrigation, CEO of water administration in northern governorates (which known now as Yarmouk Water Company), Manager in Balqa governorate and Zarqa governorate. Furthermore, he was member of board of directors for number of national companies like Aqaba Water Company, Jordan Water Company (Miyahuna), Irbid District Electricity Company, among others.

Eng. Khashman strongly believes that exchanging knowledge and expertise among water utilities in different part of the world is very crucial in developing sustainable solutions to withstand water sector various challenges. Thus, he is pursuing this through leading ACWUA as global center of excellence that earnestly willing to work in partnership with water and wastewater utilities in the Arab countries and other countries, on building capacities within the utilities, instituting best practices and eventually enabling utilities to achieve their objectives.

Dr. Maha Halalsheh

Wastewater Treatment Expert

Dr. Maha Halalsheh holds a PhD in environmental engineering from Wageningen University and Research Center since 2002. She is currently assigned as associate researcher at the University of Jordan, in addition to her work as a wastewater treatment expert within ACWUA component in the ReWater MENA project. Her main interest lies in the field of IWRM and particularly in wastewater treatment. Her main domain is anaerobic digestion and is recently interested in co-digestion of different waste streams. She has more than 15 years’ experience in coordinating different projects and conducting studies. In addition, she also provided many consultations to different international and local organizations.  She represents the university in many governmental committees and is an active member at the Jordan Engineers Association chairing water chairing water and environment committee and serving as an elected member of the central council of the association. She also worked as wastewater treatment expert at the GIZ between 2015-2017 and conducted two main studies on decentralized sanitation management as adaptation measure to climate change and on industrial wastewater management. She is also an active member of the National Implementation Committee for the of Integrated Wastewater Management and participated in the development of the national action plan for the decentralized wastewater management policy of the Ministry of Water and Irrigation published on 2016. She has 25 scientific publications in addition to a book and two documentary scripts.

Dr. Noura Abdelwahab​

Gender and Public Acceptance Expert

(ACWUA – Component)

Dr. Noura is an experienced Economist with more than 20 years of experience in conducting gender and market assessments and research in developing countries for International and regional organizations namely the World Bank, UNDP, ADB, IOM, ILO, WFP, ICARDA, FAO, Center for Arab Women Research and Training (CAWTAR) and International Research Center for Women.
She is currently lead Gender advisor with the European Bank for Reconstruction and Development (EBRD) working on mainstreaming gender in all bank operations related to lending related to Green Climate fund in addition to her work as a gender and public acceptance expert within ACWUA component in the ReWater MENA project.
Before working with EBRD, she worked as a lead Trade and Gender Consultant with the UNDP Regional Office for Arab States working on exploring potential sectors for the economic empowerment of Arab women that would help in deepening intra-regional trade that the office can support through innovative interventions. Before working with the UNDP regional office for Arab States, she worked with the African Development Bank in Egypt to draft the gender profile for, that serves in highlighting gender priorities for the coming operations of the bank in Egypt. Before working with the UNDP Regional Office of Arab States, she has worked with CAWTAR in conducting Gender Audit and Analysis in Egypt that highlight bottlenecks for the economic empowerment of women at the institutional level and policy level. Before working with CAWTAR, she served as a Lead Economist at the Egyptian Center for Economic Studies and she is the team leader for Team leader for all research activities that feeds in the drafting of the strategy for the economic empowerment of women, including Legal research on the gap between the constitution and the existing laws for the women rights, namely in relation to labour laws and related laws; Focus Group Discussions in representative governorates for all regions in Egypt to develop an entrepreneurial guide on how women can start up their business and aggregation of all existing secondary data on gender to develop a guide a statistical guide for women empowerment statistics in Egypt. She has an extensive experience in tackling business enabling environment and policy controversial issues. More specific to Egypt, he has a full understanding of regulatory and policy frameworks governing the energy and industrial sectors. Over the years she has built strong relations with the different stakeholders and active market players in Egypt. Dr. Abdelwahab is an economics graduate from Cairo University and holds a master’s degree in Economics from Nottingham University and a PhD degree in Economics from Cairo University.

Dr. Mohammad Duqqah​​​

Reuse Technologies Expert​

Dr. Mohammad Duqqah holds Ph.D. in Production Ecology and Resource Conversation from the Wageningen University – The Netherlands in 2002 through a scholarship from the Netherlands MoFA and in 1995 got his M.Sc. in Irrigation Engineering from University of Southampton – United Kingdom through the Chevening scholarship program.
Currently working as a Freelancer Consultant in Irrigation Engineering and Water Resource Management with different international organizations like AHT GROUP AG, Management and Engineering, The German Development Bank (KfW), GIZ and Arab Countries Water Utilities Association (ACWUA).  Previously worked at the University of Jordan for more than 11 years as an Assistant Professor at the department of Land Water and Environment Analytical, challenge and results driven, professional with 25-year experience in teaching research, agriculture projects and consultation in the field of irrigation management, water use efficiency, soil water plant relationship and wastewater treatment and reuse from planning and supervision to engineering analyses and design.
Dr. Duqqah is a wastewater reuse expert with experience in wastewater management projects and development of strategies of safe wastewater reuse. He worked on innovative new methods to improve resources quality and alleviating poverty in resource-poor areas. Dr. Duqqah shows a respectful history for management ethics, and entrepreneurial attitude, and results-oriented with a record of successful international and local, progressive and diverse technical experience.
Dr. Duqqah conceives and creates the framework and structure for new agricultural research and business opportunities, some of these researches managed to introduce new methods and technologies to produce more crops per drop and also to improve living environments.
Received a Fulbright scholarship award as an Adjunct Associate Professor at the Washington State University, Biological Systems Engineering Department.

Dr. Ragy Darwish

Economic Expert

(ACWUA – Component)

Since his graduation, Dr. Darwish has worked extensively with issues related to “Resources and Environmental Economics”, focusing mainly on “water” and “wastewater reuse” optimal allocation policies, utilization and practices. During his teaching assignments, he has repeatedly taught courses, at both undergraduate and graduate levels, in the areas of: Resources and Environmental Economics; Project Analysis and Appraisal; Project Planning and Management, Cost Benefit Analysis, and Operation Research. With respect to research, reach-out community programs and his consultancy services with international agencies, his work and output re-emphasized his interest on those areas. In his research, Dr. Darwish worked with topics related to; Policy Development and Assessments, Economic Pricing and Costing of Public and Environmental Goods, Projects Analysis and Appraisal.
Dr. Darwish has more than 25 peer refereed articles, abstracted and books’ chapters, and more than 40 produced technical reports and training manuals. He is a certified Trainer of Trainers (TOTs), by IFAD-GIZ. He has extensively engaged in developing and delivering numerous workshops and trainings to various stakeholders at various responsibility/capacity levels, from top management to end-users and grass-roots.
Currently, Dr. Darwish works as an economic consultant and trainer with AWC and ACWUA. After receiving his PH. D., he was a Visiting Assistant Professor of Resources Economics at Texas Tech University, USA. Then, Dr. Darwish joined the American University of Beirut (AUB), Lebanon, as Assistant, then Associate Professor (Served as the Chairperson of Ag. Economic Department). He then joined Hariri Canadian University HCU (currently Rafik Hariri University), Lebanon as an Associate Professor and the Chairman of the Financial Studies Department (FSD). Dr. Darwish was the Acting Dean of the School of Business, in addition to chairing the FSD. During his services at both AUB and HCU, he was the Major Advisor and a Committee Members for more than 45; 25 graduate students Theses. He also served as the Principle Coordinator and Investigator for numerous research projects funded by International Agencies.

Eng. Abdelbasit Saleh

TOT & Capacity Building Specialist

Eng. Abdelbasit is a consultant in engineering education and training / Professional Qualification and Accreditation Council (PQAC) with 42 years of experience out of which 39 years in engineering, technical and vocational education and training. Since 1989 Eng.  Abdelbasit  works as consultant, project manager, team leader and as a trainer and consultant on TVET and engineering projects in Jordan, Yemen, Lebanon, Bahrain, KSA, UAE/Dubai, Palestine, Italy, Libya, Egypt, Turkey ,Malaysia, Oman, and Palestine with international organizations such as GIZ, ILO, UNDP, UNESCO, USAID, ARADO, AQWUA,AFTE, and World Bank.
Eng. Abdelbasit worked also in developing a scheme of holistic/competencies based TVET and engineering education including curriculum development, evaluation (efficiency) and validation (effectiveness) of training program, a scheme for sustainable development, a scheme based on qualitative and quantitative needs assessment at national, organizational and individual levels, and a scheme that leads to job opportunity either self-employed opportunity or a recruitment one. 
Currently  Eng Abdelbasit is working as a TOT & capacity building specialist in ACWUA team, in addition to his work as an expert in EU funded program: Skills for Employment and Social Inclusion (SESIP) in Jordan where TVET sector in Jordan including 13 major stakeholders are engaged, and acting as Quality and CD&TOT key expert in the program.

Eng. Yasmeen K. Khashman​

ReWater MENA Project Coordinator

Eng. Yasmeen Khashman obtained her BSc degree in Pharmaceutical Chemical Engineering from German Jordanian University and MBA degree from the Arab Open University and the Open University, Milton Keynes. Moreover she obtained PMP certification in 2020.
Eng. Yasmeen Khashman has almost four years of experience in Al-Hikma Pharmaceuticals in the field of operational Excellence and the field of Research & Development. In addition, she has an experience in ACWUA in the field of Business Development and Project Management. Currently, Eng. Yasmeen occupied the position of studies and consulting director within ACWUA team.
Yasmeen joined ACWUA team since 2016.

Eissa Abdelnour​

Filmmaker producer and animator

Mr. Eissa Abdelnour started his career developing animated content in the field of e-learning. He enrolled in the School of Audio Engineering to study digital animation and accumulated 18 years of experience as an animator, film producer, visual effects artist and teacher. Mr. Eissa now works mainly as a freelance filmmaker and media consultant with multiple local and international Agencies, companies, and NGOs.

Mahdi Hyari

Mr. Mahdi has worked in various agencies as a marketing officer, digital designer and operations manager. For the past few years, he has been collaborating with agencies & clients, supervising direction of overall digital strategic visions; shaping and guiding creative paths. 
Mr. Mahdi is now working mainly as a Marketing and Communication Coordinator at ACWUA  .
